Footers in PowerPoint use inheritance. The slide master must have a footer and all the slide layouts must have footers that are linked to the slide master. They inherit the information from the master. Then the slides inherit the footers from the layouts. When users go into a presentation and delete the footers on slide masters or layouts, then later try to restore them, the inheritance sometimes gets lost.
There is no way to fix this using the program interface. The rule of thumb is: don't delete them in the first place. If users don't need footers, they will remain invisible.
